LCIA 2008 Strategy and Top Priorities

·        Goal:  Encourage Increased Participation in LCIA by Establishing Priorities and Delegating Key Projects to a Network of Proactive Committees

LCIA 2008 Committees

1.) New Orleans Redevelopment Authority (NORA)’s Disposition of Road Home Properties (NORA Committee)

 Mission: Interface with NORA Staff and Board Members on behalf of Planning District 5 to continue to develop, implement and monitor an action plan for the assimilation of Road Home properties back into Lakeview in a way that recognizes the desires of our residents and promotes redevelopment.

 Committee Projects:

  • Track all properties that are sold to the LRA
  • Work with NORA and District 5 Neighborhood Associations to develop short-term and long-term plans for what happens to those properties
  • Monitor the maintenance of those properties
  • Oversee implementation of the “Lot Next Door” Ordinance to assure its success
  • Study the possible use of the Planning District’s Community Development Corporation (CDC) to assimilate and redevelop the properties
  • Conduct neighborhood “town hall” meetings to keep residents informed of the process and solicit their input
  • Report and Provide Recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings

 2.) Neighborhood Stabilization and Blight Remediation

 Mission: Interface with the N.O. Office of Recovery and Development Administration to identify properties in Lakeview that are in violation of City ordinances and monitor City’s efforts to assure compliance.

 Committee Projects

  • Conduct regular surveys of the condition of properties in Lakeview using the existing Block Captain network
  • Develop a comprehensive electronic database of Lakeview properties that will track the condition of properties as well as residents’ contact information
  • Share blight data with the City and assist in identifying properties that will be remediated with government funding
  • Report overall (not individual) survey data to our residents and media as appropriate
  • Conduct neighborhood “town hall” meetings or establish other cost effective means to keep residents informed of the process and solicit their input.
  • Report and Provide Recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings

3.) Communications and Membership Committee

 Mission: Maintain a regularly updated web site. Develop and maintain an electronic database of contact information of Lakeview residents/LCIA members to allow for regular communication with all residents, enhancing value to members.   

 Committee Projects:

  • Work with the Neighborhood Stabilization and Blight Remediation Committee to expand their property database to track residents/LCIA members and their contact information, committee participation, membership dues payment and reminders, etc.  
  • Install and maintain necessary safeguards on access to data so that it is not made available for general solicitations
  • Develop and implement new membership drives to encourage all residents to become LCIA members. Encourage participation on committees and in projects
  • Modify the LCIA web site to allow for dues payment online
  • Regularly review the web site for updated, relevant data
  • Report and Provide Recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings

 4.) Economic Development and Marketing Committee

 Mission: Develop a Lakeview marketing strategy that encourages further commercial development as well as increased neighborhood repopulation.   

 Committee Projects

  • Work with UNO and local marketing professionals to develop a marketing campaign for Lakeview that focuses on the many positive attributes of the neighborhood
  • Establish a Lakeview Business Owners Association that meets at least monthly or bi-monthly to encourage commercial development and communication
  • Monitor the status of projects associated with the Harrison Avenue Target Zone  and interface with the Office of Recovery and Development Administration
  • Report and Provide Recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings

5.) Green Spaces Restoration and Preservation

 Mission:  Coordinate the ongoing effort to restore public green spaces, develop a neighborhood-based maintenance plan and implement program of tree plantings in front of new or renovated residences.

Committee Projects

  • Complete plantings on Argonne, Filmore, Polk, Wuerpel and Old Hammond Highway, subject to available funding 
  • Develop a neighborhood-based volunteer program to maintain the areas that have been planted. Monitor the effectiveness of this program.
  • Oversee the possible construction of a playground and park on the neutral ground at West End between Lane and Filmore if funding becomes available
  • Work with neighbors in West Lakeview to save Fleur de lis Park  
  • Implement the ReLeaf New Orleans program with Parkway Partners and the Young Leadership Conference that will provide for planting of trees in front of residences between the sidewalk and street
  • Report and Provide Recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings

  6.) Community Activities/Holidays in Lakeview

 Mission:  Maintain existing activities and recommend and implement more family activities in Lakeview.

 Committee Projects

  • Work to expand the lighting of Harrison Avenue for Christmas and the children’s program for the night of the lighting
  • Re-establish the criteria and awards given for best holiday decorated houses in Lakeview. Expand the program to include the best blocks to encourage more community participation
  • Work with the Boy Scouts on their annual Parade and the Krewe of Brid that was recently formed
  • Consider establishing new Easter and Halloween family events in Lakeview and possible float(s) in truck parade on Mardi Gras day downtown
  • Lakeview Fest
  • Report and Provide Recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings

7.) Lake Area Community Center Committee

Mission: Work with Associated Catholic Charities to acquire the former Beth Israel Congregation Facility on Canal Boulevard and develop it into a community center for Lakeview and all of District 5.

Committee Projects:

  • Establish a 501 c 3 non-profit organization for the project
  • Secure options to acquire the Beth Israel facility and all contiguous properties in that square block
  • Work with Associated Catholic Charities to raise the immediate funds needed to manage the development of the project and capital funds to acquire, redesign and renovate the property
  • Hire an Executive Director to manage the project
  • Oversee the redesign and renovation of the facility
  • Determine the uses of the facility and the programs that will be offered at the facility

 8.)  Neighborhood Safety /Crime Watch

Mission:  Monitor criminal activity and statistics for Lakeview and interface with LCPD to assure the continued safety of our residents.  Report update information and provide recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings

 9.)  Neighborhood Zoning Review

Mission:   Review requests for variances from Lakeview Zoning District regulations.  Make recommendations to the City for changes in Zoning regulations or the interpretation of those regulations. Report and Provide Recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings

 10.) Neighborhood Zoning Compliance

Mission:  Monitor neighborhood compliance with Lakeview Zoning District regulations and report apparent violations to the City for review and remedial action.  Establish a system of reporting possible violations by residents to the Committee through the Block Captain network.  Report and provide recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings.

11.) Neighborhood Outreach

Mission:  Continue a means of communicating issues or problems that develop in any area of Lakeview to the appropriate LCIA Board member, LCIA Committee or government agency for resolution.

Committee Responsibility

  • Utilize the successful Block Captain/Beacon Administrator network established by District 5 Infrastructure Committee and the Beacons of Hope to enhance communication between all residents of Lakeview and the LCIA Board, its committees or City agencies
  • Report and Provide Recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings

12.) Historic Preservation Committee

Mission:  Preserve and protect the historic districts, landmarks and monuments in Lakeview.

Committee Projects:

  • Work with the State Historic Preservation Office to identify historically significant areas and landmarks in Lakeview
  • Monitor and study legislation designed to benefit historic areas and historic preservation, and identify opportunities for Lakeview and its residents to utilize
  • Monitor all Federally funded projects that may affect historic areas or properties 
  • Collect and display oral and written histories of Lakeview and its residents
  • Identify, document, and commemorate cultural or archeologically significant sites
  • Work with other organizations whose mission includes preservation or historic documentation in Lakeview
  • Install "Historic District" signage and banners in South Lakeview Historic District
  • Reprint  the "Lakeview Lore" booklet

13.) Finance and Development

 Mission: Maintain the finances for LCIA and develop new sources of funding from an expanded membership campaign, increased corporate giving, possible foundation grants, and other potential sources.

Committee Projects

  • Maintain oversight on all LCIA fundraising and spending
  • Work with the Communication and Membership Committee to develop better tracking of membership dues and payment
  • Establish a Corporate Solicitation Program that coordinates its efforts with the Economic Development and Marketing Committee to avoid multiple requests from different Board members from local businesses
  • Work with Holidays in Lakeview Committee, Lakeview Fest Committee and Green Spaces Committee to coordinate fundraising needs
  • Oversee the request for IRS 501 c 3 status.
  • Report and Provide Recommendations to the LCIA Board as appropriate and report to the general membership at bi-monthly meetings

All committees will report to the LCIA Board of Directors.  The LCIA Board has created an Executive Committee that will serve as advisors to the President on key issues between Board meetings.
