Mayoral Forum for Lakeview Residents a Success 
Lakeview's Mayoral forum and candidate open house was an enormous success. All six of the major candidates spoke and were asked questions provided by residents. Many of the local races sent representatives and candidates attended in order to meet and greet Lakeview residents. We look forward to continue to provide forums for Lakeview residents to meet their community leaders. Make sure you keep up to date at lakeviewcivic.org.
 
Library Groundbreaking
In a small ceremony the Smith Library Project was re-dedicated last month. The land was originally donated by Mr. Robert Lupo's family in the 50s and members of his family were present to break ground on the new facility at the corner of Canal Blvd. and Harrison Avenue. The new state of the Art facility, complete with Wifi, is scheduled to be finished by October 2010.
 
 
Blight Committee Meets with City Council Members

Members of the Blight Committee made statements at Jackie Clarkson's January public hearing regarding the reinstatement of the "Blight Hearings" which were cut from the city's budget by Mayor Nagin in December. The blight hearing budget has since been reinstated and hearings began again in February. Committee members have also met with several mayoral and council candidates to stress the importance of continuing the blight fight in New Orleans and Lakeview. We believe our message was heard.

 
Street Update
Navarre Road will be undergoing a resurfacing for the next few months. Make sure you avoid this stretch if possible during work hours. There will be no interruptions to access for businesses however.

Mayoral Forum for Lakeview Residents 
Please come out this Saturday, January 16th at 9am to meet the next generation of candidates. The St. Dominic's Gym is the place. Arrive early and come have your voice heard! The social to meet the candidates for all local offices begins at 9:00AM with the forum beginning at 10. The LCIA General meeting, which will discuss streets and infrastructure will begin at 11 and conclude at 12.
 
2009 Crime Update from Lakeview Crime Prevention District
The Lakeview area recorded 226 crimes for the year 2009. This represents a 10.32 % reduction in crime compared to the year 2008. This is the lowest amount of crimes reported since the inception of the Lakeview Crime Prevention District in  1998. Additionally, the officers working the Lakeview Crime Prevention District arrested over 800 individuals and wrote nearly 1800 traffic citations for the 2009 year. Let's all thank Sgt. Doug Eckert and the men and women of the NOPD Third District for their efforts. Call 858-LCPD if you need an escort in Lakeview or would like to report something suspicious.
 
Rain Inundates Lakeview's "Sunken Gardens"
Thankfully, we were able to pump the water out with a herculean effort from our local residents. It was the Green Space Committee that arranged the effort after the city reported it did not have the equipment to help.  Next time you run into any of these folks, be sure and thank them for saving the Canal Boulevard gardens. NORA Committee Continues to Move Properties
To date, the joint efforts of LCIA and NORA through the Lot Next Door and Phase 2 programs have resulted in executed purchase agreements for over 200 Road Home properties. NORA Property Committee is currently waiting on a final, revised list of all remaining Road Home properties from NORA before Phase 3 of lot sales can begin.  Over 200 lots remain available for purchase.  We hope to have that list in the next month or two and we look forward to launching Phase 3 in the coming months.  For now, if you are interested in purchasing a Road Home/NORA property in Lakeview, we encourage you to visit www.lakeviewcivic.org and register your contact information with the Phase 3 program.  Once the list and prices are available from NORA, all registered parties will be immediately contacted.

NORA Update
The NORA committee of the LCIA has assisted in the sale of 125 Lot Next Door Properties and 122 Road Home properties in the Phase 2 program. Purchasers of Phase 2 properties are required to begin construction of a new house for owner or family member for occupancy within 12 months of closing. Make sure you register for the Phase 3 program information blasts beginning in 2010 if you are interested in purchasing property by going to the NORA committee website.

Holidays on Harrison

Marconi Tree Plantings
In early November, volunteers from south Lakeview and our Green Space Committee teamed up with attendees at the IPAA Convention in New Orleans to plant 17 new oak trees and 28 crape myrtles on the neutral ground across from City Park near Delgado.  Additional trees were also planted on West End Boulevard between Polk and Harrison.  Funds raised from our recent Lakeview Fest were used to purchase the trees at wholesale cost.  LCIA has now planted over 1,300 trees and over 3,000 shrubs in Lakeview since 2006, all with donated funds and volunteer labor.

Fall is in the air and the neighborhood has had several important events and developments over the past few months. New Library Construction
You may have noticed that the Smith Library has been demolished. Construction of a brand new, 13,000 sq ft facility will commence in July 2010. Along with the new Harrison Ave Streetscape projects, that corner of Canal Blvd. will continue to serve as a community anchor.
 
Hynes Update
Edward Hynes Elementary is finally slated for groundbreaking in March of next year. The nearly $20 million facility will give Lakeview a state of the art school for our kids. The future gets brighter!!
 
Lakeview to build on Phase 2 Success 
After placing dozens of formerly Road Home properties back into commerce, LCIA's NORA Property Committee is now making plans to market and assist NORA in selling the remaining Road Home properties in the Lakeview area.  All properties that remain available after the LCIA/NORA Phase 2 and Lot Next Door programs will be made available to the public early next year under a similar Phase 3 program.  If you or someone you know are interested in purchasing a Road Home property, please visit www.lakeviewcivic.org to register for the Phase 3 program by clicking on the NORA Info tab.  To date, dozens of interested family members and purchasers have already registered for this disposition program.  Additional details will be announced in early 2010.

Lakeview Fest and Contractor Expo
Thousands of residents came out to enjoy the atmosphere and food at the 10th Annual Lakeview Fest on Sunday. The contractor expo attracted 67 exhibitors, builders, and other service providers ready to help future residents. The LCIA wishes to thank all involved for the successful event. 
 
Sidewalk Renewal Getting Attention of the Feds
The Americans With Disabilities Act is paving the way for reconstruction of our sidewalks. Please see the LCIA website for details on how you can help report a broken or unusable sidewalk.
 
Blight Update
The city will be prosecuting approximately 190 new Lakeview blight cases in public hearings to be held between Sept 29th and Oct 27th. These hearings are a result of property inspections that the city conducted during the summer months. We are also kicking off the semi-annual property survey. Harrison Avenue Marketplace: October Fest
The Harrison Avenue Marketplace recently celebrated their 2 year anniversary and has established itself as a great neighborhood gathering place as in an old town square.  Each second Wednesday of the month, 90 vendors assemble sharing their arts, crafts, foods, and non-profit services.  UNO recently did an economic impact study that concluded that last year's markets had a $1.85 million economic impact to our Lakeview community.  And the long term continuation of the market is confirmed as Marc Robert has assured us that it will stay even after his "Lakeview Grocery on Harrison Avenue" opens in April 2010.

Phase 2 Program Update
This Sunday, September the 20th, at a meeting at St. Dominic's, NORA will announce the winning bids for former Road Home properties that were offered for sale through the NORA/LCIA Phase 2 Program. This will formally kickoff the process of getting these properties redeveloped by scores of families who will be building new homes and moving into our community. The great work by the NORA Committee has thrust Lakeview's rebirth into the next stage. Details will be released to the media

Lakeview Fest and Contractor Expo
The 10th Lakeview Fest is scheduled for Sunday, October 11th at St. Dominic's from noon to 9 pm.  The Fest will feature a contractor expo  where new or returning residents can obtain information on prospective builders, suppliers and financing providers. If you know anyone who is interested in building in Lakeview, please be sure to let them know they can kill two birds with one stone! Come out and enjoy the atmosphere at Lakeview Fest and get a head start on your construction or renovation. "On the Road" to Smoother Driving
Harrison's facelift is moving ahead full steam. The reconstruction and repaving of the retail corridor will be followed by a streetscape improvement project.
 
New Logo Design
The LCIA would like to give a special thanks to Melanie Johanson for designing the new "Live Lakeview" logo that will be used to promote the neighborhood.  Melanie, a New Orleans native, earned her BA in advertising at Loyola and  studied design at Tulane while teaching art at Mount Carmel Academy. No stranger to community service, Melanie does freelance work for various clients around town - from logos to invitations and anything in between. She volunteered to develop the "Live Lakeview" logo because, "I wanted to help a community that I love," said Melanie. She is currently a graphic designer at Mudbug media, a reputable web and design company in New Orleans. (www.mudbugmedia.com)
 
Semi-Annual Neighborhood and Blight Survey to Begin Soon
LCIA's Blight Committee will soon be conducting its semi-annual survey of Lakeview's repopulation as of September 30th. In our last survey as of March 31, 2009, 60% of our 7,500 parcels of properties were either re-inhabited or under construction/reconstruction. We are all anxious to see what progress we have made in the last six months.

Phase 2 Program Closes
NORA and the LCIA's NORA Committee have worked closely. NORA received over 230 offers to purchase a Lakeview property by the time the program closed on July 31. These are properties that were not eligible for the Lot Next Door program. The remaining Lakeview properties will be sold in a similar manner starting in 2010. We'll publish further details when they are available.

"On the Road" to Smoother Driving
The Canal Blvd. repaving from Harrison Ave. to Robert E. Lee is now complete. As part of the Federal Submerged Roads Program, the project certainly has improved traffic through Lakeview's commercial areas and is a tremendous improvement to our major street.

Robert E. Lee Theater Demolished
The property will be rebuilt as a retail or office space by the same owners. Another sign of progress for the community.
 
RTA Proposes Final Plans for Transfer Station on Canal Blvd 
RTA and it's operating partner presented final plans for a Bus/Streetcar transfer station to be built at the foot of Canal Blvd in a meeting held at First Baptist Church on Tuesday August 11. The premise of this proposal is that by constructing rail lines to the site of the present transfer shed and turnaround areas, along with installing traffic signals at the intersection of Canal Blvd. and City Park Avenue, that the safety of the riders as well as the aesthetic presentation of the 2 block area will be improved. Based on the opinions expressed at this meeting, it is pretty clear that not all may share this view of the proposed $9.7 million project. You may wish to review RTA's plans and express your opinion to your local, state and federal representatives. The money for this project is federal, remaining after the completion of the Canal Streetcar project.

Rebuild Lakeview Day a Success
Over 200 potential and current residents showed up to meet with 50 service providers in the first "Rebuild Lakeview Day." The seminar/info session detailed the LCIA Phase 2 program for buying lots from NORA as well as allowed builders, contractors and many other service providers crucial to home construction and repair to present themselves to potential customers. "On the Road" to Smoother Driving
The City of New Orleans, Department of Public Works is proud to announce the completion of  the rehabilitation of 23 unpaved gravel alleys throughout the Lakeview Neighborhood.
The $630,000 project, which was funded by the Federal Management Emergency Agency
(FEMA), included the reshaping of approximately 18 and a half miles of nine feet wide gravel alleys to improve drainage. In addition, soft or weak areas were removed and replaced. The project began in December 2008 and was completed on June 10, 2009. 
 
FEMA Reverses Policy and Decides to Rebuild Robert E. Smith Library
FEMA's recent grant of $1.6 million was provided to the city of New Orleans to cover the extra costs necessary to demolish the Katrina-damaged structure and replace it with a new facility. This recent grant brings the federal agency's overall funding to date to $1.9 million for the restoration of the Robert E. Smith Library and its lost contents, including books and furniture. No timeline yet but stay tuned.
 
Robert E. Lee Theater to be Demolished
A new office and retail development will be built in the place of the old theater which has remained dormant since well before Katrina. This will add to the atmosphere and commerce of the Robert E. Lee mall.
 
Lakeview Praised in Magazine
Voted "Best Neighborhood to Raise a Family" and "Most Up and Coming Neighborhood" by New Orleans Magazine, Lakeview provides a clean, safe, green, culturally-vibrant place to live just minutes from the CBD and French Quarter. This honor only confirms what many of us already knew.
 
Lil' Easy Takes Off
The new bus service run by Veolia, the contractor to the RTA, provides transportation to virtually anywhere in the city, connecting Robert E. Lee and Pontchartrain Blvd. to major bus and streetcar routes. See the RTA web address for more information.

"On the Road" to Smoother Driving  
Resurfacing has begun on Canal Blvd. between Robert E. Lee and Harrison Ave. The temporary inconvenience will improve safety and enhance access to Lakeview's neighborhoods.  Minor repairs are also getting underway on most of Lakeview's side streets. FEMA is funding the projects to repair, not rebuild, these streets because of federal guidelines. Fleur De Lis Drive reconstruction is expected to begin in September. This will involve both the repair of water lines and streets.
 
Home Prices in Lakeview Rise
Overall home prices continued a steady upward trend for the Lakeview area. The average price per square foot has risen from $93 in late 2007 to $140 in early 2009. Overall, 141 units were sold between September of 2008 and February of 2009. Despite regional and national trends, Lakeview appears to be weathering another storm.
 
Tastee Donuts and Creole Creamery Now Open
Tastee Donuts has opened a new location serving breakfast and lunch at 917 Harrison Avenue next to Lakeview Harbor. Creole Creamery just opened on Vicksburg as well.
 
Sidewalk Improvements Continue
The city has continued with its sidewalk improvements throughout the area. The project costs $2.9 million. Make sure to give the workers a friendly wave if you happen to be in the area.
 
NORA Properties Up For Sale Soon
Properties sold to the Road Home program will be up for sale soon. Details will be provided at the Townhall meeting scheduled for June 10th at St. Dominic's. See the LCIA Website for more details.
 
Orleans Parish Property Insurance Rates Decrease
Increased competition among insurers in Orleans Parish will result in a rate decrease for Louisiana Citizens Property Insurance Corp. policyholders as policies renew starting this month. As of May 1, homeowners policies in Orleans Parish reflected a 9 percent decrease. The stripped down "dwelling" policies, which don't include liability coverage, dropped 22 percent. Statewide, however, the average rate climbed 7 percent and homeowners rates also rose in St. Tammany and Jefferson parishes as well. (Source: Times-Picayune)
 
Gas Line Upgrades
Additional work on the Gas Lines will continue for some time. The renovations and improvements are part of the city-wide effort to improve and modernize infrastructure. The contractor for Entergy has a fully funded 10 year contract for these improvements. Water in the gas lines gone for good. Hurray!
